Not related to your issue, but I think you mean "TL", the "title" macro,
not "TH", which is useful only inside tables ("TS"/"TE").

The equation preprocessor is eqn, not pic.

Try this.

eqn | groff -ms >

You can also do this.

groff -e -ms >
