Sorry, I meant to say: Indentical to the semantics in a system which
doesn't do memoization---pretty natural isn't it?

Reality is neater: Since a macro is unexpanded into the original macro
use expression, it won't be expanded again unless the expression
containing the use is re-evaluated.
