If we don't already, we need to make sure that (on probably all
systems) we do *not* emit -L/usr/lib or -I/usr/include from
guile-config. Doing so can prevent people from being able to compile
an app against guile *and* a locally installed version of a given
package when a version of that package is also available in /usr.
If someone else want's to check in to this, great. Otherwise I'll
have a look soon. I think I may have already weeded this out in the
Debian packages, but I can't recall for sure.
