Yeah, when FILENAME is a regular file.  What about saying that on
POSIX systems, you get the behavior of

    open (FILENAME, O_WRONLY | O_CREAT | O_TRUNC, 0666)

which is what the code eventually does.  Or we could stay in Scheme
and say it is equivalent to

    (open-file FILENAME "w")

and make sure that open-file is documented properly.
