I initially thought this also - see
http://lists.gnu.org/archive/html/guile-devel/2004-11/msg00036.html.
But the consensus since then seems to be that we need something that
will work more automatically, for both distribution-managed and
non-distribution-managed packages being installed somewhere that isn't
already in the load-path.
What did you have in mind by "leave it up to distros to patch"?
