[ANN] GuICU: Guile Unicode v0.0

Hi-

I've put together a Guile library that wraps some of IBM's International 
Components of Unicode library (icu4c).

It has functions for case modification, code page conversion, word and line 
breaking, case insensitive comparison, normalization, bidirectionalization for 
Arabic and Hebrew, and Arabic shaping.

It is called guicu-0.0.tar.gz.

Seems to work for me with Guile 1.8.2 and icu4c 3.8.0.
