[ANN] guile-curl 0.4

I am release an update of guile-curl, which is a library
for fetching files by URL from the internet in the GNU Guile
dialect of the Scheme programming language.  It supports
many protocols, such as https, ftp, tftp, and gopher.

The NEWS for this release is
- support for READDATA callbacks
- bug fixes, especially with respect to garbage collection
  on newer version of Guile.
