    gnu: Add dhall.
    
    * gnu/packages/dhall.scm: New file.
    * gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
    (dist_patch_DATA): Add new patch.
    * gnu/packages/patches/dhall-remove-network-tests.patch: Add patch to remove
    dhall network tests.
