Proposal to introduce a Change-Id in our commit messages

Hi,

As was discussed in [1], a proposal that emerged is adding a new
commit-msg hook to our auto-configuration, so that a 'Change-Id' git
trailer would always get added to new commits.

This part has been implemented already bug#66027; if you have
comments/concerns, now is a good time to share them!
