[bug#28165] gnu: gnurl: Update to 7.55.1

Find attached the update.
As long as nothing really changed in the guix included definition, it
should work as is - I use the included guix-gnurl.scm for testing the
build.

Also, cURL was updated to 7.55.1 as you could guess by this release.
Someone should update/graft it.
