[bug#47849] [PATCH v3 2/3] build: shepherd: Use autoload to lazily bind Shepherd modules.

Instead of imperative module-autoload! directives.

* gnu/build/shepherd.scm: Replace module-autoload! directives by autoload
arguments for define-module.
