[bug#61010] [PATCH] gnu: Add icewm

OK I will make another patch tom re-generate the .gmo files in the
build process, even if that is probably "redundant" but will just run
one more step.   First I need to figure out how these .gmo files are
generated as I don't deal with gettext much.
