[Health-i18n] New translation templates files.

Dear localization team

I just uploaded the updated the template files, reflecting the
latest strings and changes for GNU Health 3.0, to use in the
translation.

The repository already contain these templates on each module. The next
step is to use this as the base for the translation in our Pootle
server, similarly as we did in Transifex.
