Version 3.2 uses "fr" (instead of fr_FR) as the main language. Make sure
you have that "fr" code active and translatable in your language code,
update the DB accordingly to this new language.

While you are at it, don't forget to run the upgrade_32.sql that is
part of GNU Health.
