It looks like your system doesn't have the locales bash's test suite is
trying to use.

I don't use Ubuntu myself, but I do use Debian, and I know that they're
similar in many ways.  On Debian, most of the possible locales are not
generated by default, in order to save disk space.  You, as the system
administrator, would need to generate the ones that you (or your users)
intend to use.

If the bash test suite tries to use the locales

zh_HK.big5hkscs
fr_FR.ISO8859-1

then you'll want to generate those.  On Debian, you'd do that by running
"dpkg-reconfigure locales" (as root, of course), and selecting them from
the whiptail/dialog menu.
