I could not find any information about the format construct for printf.

Particularly for the not so straightforward %*s and %-*s

Run "man 3 printf".

Is there an equivalent document for this? There in nothing in the manual to help you
figure out where to find information about the format construct. Doing "man 3
printf" is not self-evident.

Huh?

Did you read it (and man 1 printf)?

Yes I found it, but would be good to guide others where they can get the
details without having to ask on the mailing list.

The last 6 lines of 'man printf' point you to printf(3) ('man 3 printf'), the gnu website and the info information.
