problem with cfrun

Hello,

I was trying to run cfrun so that cfengine can "push" changes to all the hosts. 
But the following is the message when I run cfrun:

cfrun(0):            ......... [ Hailing host2.example.com ]
cfrun:host1.example.com: Couldn't open a socket
cfrun:host1.example.com: socket: Connection refused

Does anyone have any idea about this?
