Where is the FAQ?

Hello,
    Is there a FAQ out there that can help a windows 2000 user get CGICC up
and running on their machine?  Specifically, I'm having the problem
that once the executable is built, and I place it in my cgi-bin directory
using the following URL
http://localhost/cgi-bin/test.exe
Gives me a 404 error.  I can run a Perl script if it is in the same
directory, but not this one which is the CGICC test program.  Thanks in
advance for any help.
