Calling shell-command with the OUTPUT-BUFFER argument equal to nil makes
the output go to *Shell Command Output*. Does
(start-process "" nil "start"
"file:///H:/usr/pkg/jakarta-ant-1.4.1/docs/manual/index.html/")
work instead?
