The last I knew, it wasn't possible to build NTEmacs under Cygwin. If you
wanted a Cygwin port of Emacs, you used Xemacs instead.
Has this changed in the 21.0 release?

The more likely question is "Should I be attempting to build under Cygwin"?
I think the answer is "no".
