[h-e-w] emacs 21.1 problem with -nw |

I'm in the habit of keeping my console windows on NT/2K at 2000 lines of screen buffer so that I have a decent amount of scroll-back. Emacs 21.1 (hmm, 20.7.1 does the same) uses the screen buffer as the terminal height, instead of the window size. Is there any way to override this behavior? -g didn't work, and a 2000-line high emacs is just slightly weird.
Thanks,
Barry Roberts
