The calling convention is:

#include "glpk.h"
int lpx_integer(LPX *lp);

where lp is a pointer to the problem object.

Yes. You can specify a starting basis for lpx_simplex via routines
lpx_set_row_stat and lpx_set_col_stat. Please consult Section 2.5 in the
reference manual.
