Unfortunately the error message contains chinese letters, hence
I do not know the meaning of the error message. (Babelfish proposes 內置圖片 => 
"Built-in picture") If you are using Windows Ultimate you should be able 
install an English language pack.

You will want to specify a classpath containing Test.class and
glpk-java.jar, e.g.
-classpath .;"C:\Program Files\GLPK\glpk-4.47\w64\glpk-java.jar"

As "program files" has a space you will need quotations marks.
