I have used a modified glpk_4_48.def for GLPK for Windows created by extracting
the symbols of the Linux library:
echo EXPORTS > glpk_4_48.def
nm libglpk.so.33 | grep ' T ' | sed 's/.* T //' >> glpk_4_48.def
as described at
http://cygwin.com/cygwin-ug-net/dll.html
