There is a gnatsd.host_access, so gnatsd.user_access would be
analogous.  I think this also makes things a bit clearer--with I always had to look into the files to find out whether
gnatsd.access or gnatsd.conf was the right file to change.  After
all, I don't need to change these files too often.

I agree, let's make it gnatsd.user_access. That seems much more natural.
