And the "gnats" user (or whatever you called that account) must
be able to submit "at jobs".

When a new report arrives, the responsible person and interested
parties given in the categories file, as well as the contact
person and interested parties from the submitters file get a
notification (the interested parties may be empty in both files).
The new PR gets the first state assigned that is listed in the
states file.

Furthermore, if
        ("response time" is not -1)
        and (notify-about-expired-prs = true)
        and ( (Severity = critical)
              or ( Severity = serious and Priority = high )
then a call to at-pr is filed to run after "response time"
business hours.  at-pr checks whether the state of the PR is
still (or again) the initial state.  If this is the case, the
responsible person, the contact person, and the GNATS
administrator are notified about this fact.

So all you have to do is to set the "response time" field to a
value greater than zero, and notify-about-expired-prs to true
(and, of course, provide responsible and contact addresses).
