If we are talking about GNATS 4.0-pre (=3.999.1), it is already
present.
Just have a look at your dbconfig file.  The field is named
"Last-Modified" by default; the builtin-name is "last-modified".
(The builtin-name cannot be changed.)

I am not sure whether it is automatically filled for a *new* PR.
If not, try listing it in the "initial-entry" section.  You could
also try to give it a default value. (I still do not use GNATS4,
so this is just a guess.)
