I recently had the same problem. It got fixed when I
created the gnatsd.user_access in the <database>/gnats-adm/
directory.

I ran the strings command and it lists the both:
gnatsd.access
/etc/gnats/gnatsd.user_access
So, I copied gnatsd.access into the /etc/gnats directory and renamed it to
gnatsd.user_access. I'm getting the same results, however.
