It doesn't look like a PR was raised.  It appears that you sent an email
to address@hidden as a non-member or first-time poster, and the
moderator rejected the post with the reason being:

   > When replying, please edit your Subject line so it is more specific
   > than "Re: Contents of Help-gnats digest..."

If you're reporting a bug, please send email to address@hidden

If you're asking how to customize the `initial-pr-notification-pending`
to include a URI for a problem report, you must do so by manually
editing the dbconfig file.  For example::

    body {
format "Thank you very much for your Problem Report (PR).  It has the
following \n\
internal identification: `%s/%s'.\n\
Please reply to THIS email if you have new or additional information to
regarding this PR.  Leave the `Subject:' field intact so that the
software can appropriately append your information to the PR.\n\
