Support for Indian Language (Devanagari)

I am using GNU Emacs 20.3.1, under Red Hat Linux 6.0, Kernel 2.2.5-15.
I want to use emacs under the Indian Language Environment.
For this I have made following settings using the MULE menu

        Set Language Environment -> Indian -> Devanagari
        Set Font/Font Set -> Misc -> Default
        Select Input Method -> devanagari-itrans
        Set Coding System -> devanagari-unix

But I was not successfull. I only got few empty boxes when I type, and
emacs was sort of hanging.(I could come out only after repeated C-g)

Can anyone help ? Many other languages (such as chinese, japanese etc)
were supported. Is there any more setting to be done ? Or some file
missing ?
