pre- and post- actions on file write

Would anyone know how I could go about:
1. querying the permissions of a file just before
saving.
2. setting the permissions of the file to what they
were to begin with (or using umask to set the
permissions of a new file).

I'm running within a Cygwin environment and emacs
keeps turning on the execute bits of the files I'm
editing.
