'pc-bufsw + ntemacs

I am trying to get ntemacs to switch buffers using c-tab and downloaded:
http://asfys3.fi.uib.no/~boukanov/emacs

On start-up I get:
An error has occurred while loading `c:/CYGWIN2/.emacs':

File error: "Cannot open load file", "pc-bufsw"

I have put 'pc-bufsw.el in $HOME 
(tried both versions  ([C-tab]     and [(control tab) format]

with --debug-init:
