I think it's worth it to follow the lead of LaTeX and other systems that
try to distinguish between the content and the presentation.

I.e. edit the text in whatever format you like (if you like double-spacing
on screen, you can tell Emacs to place more pixels between lines) and then
use something like `pr -d' to "compile" your text into what the
publisher wants.  The conversion between the two formats can be done
when loading/saving the file or at any other time.

If you really want to edit the ascii-double-space version of the document
directly, then I'm afraid you'll have to work harder.
