trouble indentiing a c-like-mode based on cc-engine

I'm actually creating a c-minor-mode for a c-like
language and I have trouble for defining correct
indentation

in this C-like langage, blocks are defined like this:

action toto
{'
   some c-like code ....
'}
----
I would like to know how to indicate to cc-engine {'
