I wouldn't be too sure. I think .kde_rc has to be executable and I
wouldn't omit the shebang.

So do 

  $ chmod a+x ~/.kde/env/.kde_rc

and add "#!/bin/sh" as first line of the file.

My opinions may have changed, but not the fact that I am right.
