BTW, Pascal suggests

 (cons 'cond ...)

instead of my

 (append '(cond) ...)

and for the life of me I don't know what was I thinking when I wrote
that. Sleep deprivation, I suppose. By all means follow Pascal's
suggestion.

The reason for the alist is the clauses are being passed as one of a
number of arguments to a function call.

Aha, I suspected as much.
