For "C-x" you can do something like this:
;; additional "C-x" for a Dvorak keyboard layout
(global-set-key (kbd "C-z") ctl-x-map)
The key combination "M-x" is bound to `execute-extended-command' by
default. You can bind this command to any other key you want.
