You have it already with C-- C-x ^, sort of.

Your suggestion is an improvement in my opinion but I'd use
C-x _ for shrink-window-if-larger-than-buffer
because it has - for me at least - a connotation of a lower threshold.
C-x - for shrink-window
because the default means "enlarging" of -1.
C-x + for enlarge-window,
analogous to above lines. And
C-x ^ for balance-windows,
because it's a better complement to C-x _.
