This branch (GNU Emacs 23.0.0) does not exist any more. It was merged with GNU Emacs 22.2 from CVS (GNU Emacs 23.0.50). Now it's GNU Emacs 23.0.60.
cvs -z3 -d:pserver:anonymous@cvs.savannah.gnu.org:/sources/emacs co emacs
is enough to check-out the recent CVS code. There have been other changes, for example the font backend now has become an integral part.
