The easiest way provided you restart Emacs every day is
something along the lines of:
| (require 'appt)
| (appt-activate)
| (dotimes (hour 24)
| (appt-add (format "%02d:00" hour) "Take a break!"))
Unfortunately, appt does not require you to acknowledge the
message so you might miss it if you don't pay attention.
