What do you expect to happen?
Do you know AUCTeX? No? Then get to know it! It has knowledge of file-local
variables and also has some mechanism to make a distinction between plain TeX
and LaTeX files (and also for LuaTeX and XeTeX and ConTeXt) and choose the
proper mode and engine.
