Check whether EMACSLOADPATH is set! What values have the GNU Emacs variables
load-path and exec-path? Do files exist that shadow the proper ones? The later
question can be answered by invoking "Send Bug Report…" from the Help menu. The
function behind it checks whether such files exist and reports it towards the
end of its output.
You can also check what this "emacs" command you invoke in some shell (or from
some menu) actually is.
