This is not a WM setting but a misnomed setting of emacs: When 
focus-follows-mouse is non-nil, emacs moves the mouse to another
emacs frame when one is closed.

As you like it.  But in context of the bug the problem is with
emacs not with the WM (can be seen even without a WM).
