You can also use a hook. This works for me:
(add-hook 'org-mode-hook
'(lambda ()
(delete '("\\.pdf\\'" . default) org-file-apps)
(add-to-list 'org-file-apps '("\\.pdf\\'" . "xpdf %s"))))
