At least upto prior versions of GNU Emacs 26.1 (build 1,
x86_64-w64-mingw32) of 2018-05-30, I used to install ess through the
package system(I think). Now, it shows ESS 18.xx Version as
incompatible because julia-mode package is not available
ess is an incompatible package.
Status: Incompatible because it depends on uninstallable packages.

Summary: Emacs Speaks Statistics
Requires: julia-mode-0.3 (not available)
Other versions: 5.14 (marmalade).
The issue seems to be there for WSL Ubuntu version too.
