Both mode-line and header-line at top of window?

Both mode-line and header-line at top of window? |

I know the trick of subverting the header-line to
be the mode-line by assigning the proper format
string. My assumption is that means that a
mode that displays an actual header line is
broken.
Is there any way to have both, mode-line
followed by header-line?
