I want to highlight (using colour) comment lines that have particular enclosing
marks,
a MATHEMATICAL LEFT DOUBLE ANGLE BRACKET and a MATHEMATICAL RIGHT DOUBLE ANGLE
BRACKET.

where the ;; is double the comment character of the particular mode
(; for lisp, % for latex, etc). Where there can be any number of spaces
after the comment marks.
