message-fcc-externalize-attachments

Hello all,

I have the impression that the variable
message-fcc-externalize-attachments has no effect. Whether I set it to t
or nil, whenever I send a mail message with a file attached, in the FCC
mailbox the file is included as an internal message part.
I am running emacs 30.0.50.

Is this a bug or am I missing something (e.g. another variable that
interferes with this one)?
