grub-pc on cloned systems

Hi Grub devs,

We're cloning Ubuntu across different hard drives. When grub-pc is upgraded by 
Ubuntu, the end user is asked which GRUB install device to use. i.e. "GRUB boot 
loader was previously installed to disk that is no longer present".

"grub-install /dev/sda" is executed in a script after Ubuntu is laid down on 
the new disk. The root device uuid in /boot/grub/grub.cfg is correct.

It seems that we are missing a step to ensure GRUB core image, GRUB modules, 
and grub.cfg are in sync. Any ideas?
