Thanks Patrick!

When I clicked on the GSL-2.8 button at
https://www.gnu.org/software/gsl/, the file gsl-latest.tar.gz that was
downloaded was actually 2.7.1. The link for that button is
https://mirror.ibcp.fr/pub/gnu/gsl/gsl-latest.tar.gz, so I assume that
mirror just hasn't been updated yet.
